UGANDA NATIONAL ROADS AUTHORITY INCREASES NUMBER OF CONTRACTS AWARDED TO LOCAL FIRMS
In the last 31/2 years, contracts worth UGX 2.15 trillion have been awarded in line with the reservation schemes, representing 26% of the contracts signed by Uganda National Roads Authority (UNRA).
Despite being a poor performance of local content engagement, new data shows a growing participation of local content firms. By the end of Jan 2021 [FY 20/21], Uganda National Roads Authority signed Contracts worth UGX 1,303,781,088,225. Of these, Contracts worth UGX 839,769,612,720 [approx 40%] were awarded to local firms.
This growing trend stems from a deliberate effort by all stakeholders. According to Allen Kagina, Director for the Government Roads Authority, “we’re intentional in the implementation of the BUBU policy that requires all Ministries, Departments and Agency to abide by the Public Procurement & Disposal of Public Assets Authority Amendment Act during procurement processes”. The Act requires that road contracts of UGX 45 Bn & below be preserved for local/resident companies.
Public Procurement & Disposal of Public Assets Authority (PPDA) is the Regulator of Public Procurement in Uganda.
